Woody and I got the new UHF antenna installed. Also swapped out the duplexer. The repeater is now running at 20 watts (12 watts after the duplexer) with good results.

Thanks to Rick, Dan, Phil for testing the repeater out. Also Woody KB0RRN for getting us in the site. Also Mike KC0AYP from Brooklyn Park was receiving it from a S1 to a busy before the install to S4 after the install. So big improvement on his side. Getting in on 5 watts also.
